Of course, it's because there's no rebound. Basically the same as practicing rudiments with sticks on a pillow...and it doesn't take the coating off your snare head (unless you practice on a pad).

Alan Dawson recommended that. I think it'll help build up wrist muscles, but just practising them in general will help as well.
