I don't have much experience choosing exactly what I need. I want a very clean efficient set up.
I will need hardware (Excluding Snare and Hi-Hat) to mount:
2 Crash cymbals
1 Splash cymbal
1 Ride Cymbal
...All will be mounted around a new Starclassic Performer 4 pc. setup with 1 rack & 1 floor tom with a 16x20 Bass in the usual places these are set up in.
What are my best options and what will I need to get the job done?

Are you mounting your tom off the bass drum or off a stand? I would go with just individual stands for the ride and crashes, and mount the splash off one of the stands with a grabber clamp or cymbal arm. Straight or Boom stands are personal preference. I use straight stands for everything because they're more simplistic. As you're using a 4 piece I'd at least get a straight stand for the ride, and then either boom or straight stands for the crashes depending on where you want them positioned. Also if you're mounting the tom off a cymbal stand, a boom stand works a little better at positioning.

Yeah, I'll have my tom mounted to a cymbal stand.

Tama hardware is tough. If you want to go as heavy as you can, Roadpro. http://www.tama.com/drums/tama_link.asp?page=http://www.tamadrum.co.jp/world/products/hardware/hc_stand/index.htmlm If you want to go lighter, Stage Master single braced. I recently sold all my Tama double-braced Titan hardware on eBay (where the Roadpro line came from) after 25+ years of use. Nothing like getting your "money's worth" out of your hardware. To mount a splash, you can use a aux. clamp/cymbal arm http://www.tama.com/drums/tama_link.asp?page=http://www.tamadrum.co.jp/world/products/hardware/clamp_attach/cymbal_a/index.html No need to use a 12lb. stand to fly a 6" splash, but some people do. I'm using all straight stands in my rig, for the "old school elegance" of it, but boom stands certainly give you more versatility with cymbal placement.

I really like all the new Tama Roadpro hardware. You should get a couple of the HC73BWN stands. They can be used as either a straight or boom stand. They also have multi clamps and tom holders that work great.

I always liked the Stilt feature that Tama came out with, eventually, on the Titan line.
