It looks like he's using the open/close, aka, push/pull technique with his hands (http://www.drummerworld.com/Drumclinic/Derrick_Pope2.html). I could be wrong...
It's hard to tell what he's doing with his feet. My guess is the constant release.
Great groove solo.

Yeah, creativity and a lot of repetitive singles excercises I imagine. You can get your singles and your right foot like that without all the wacky practice methods, but people love distracting themselves with them.

I actually kind of made an exercise inspired by this video a while ago. Basically, you set a metronome to about 126 and play 8th notes, and have a two measure pattern that's basically an EVEN cresendo, with an accent on the last 8th note. Make sure to start each phrase with the quietly. I have it at around 144, and I imagine Mr. Gully could do it at about 176. Pretty cool exercise, VERY hard though. You could definitely hand it though TOP.
Man, that string of BD sixteenths at the end is freakin' SCARY! I agree that he's probably using standard techniques that he's developed to a high degree, but I have some strategies that I've found helpful to get this kind of speed (at least for short bursts like on this solo)
1. make sure pedal tension is tight enough
2. sitting high helps with heel up technique. (low is better for heel down, which I seriously doubt he's using in this video)
3. experiment with where the foot is placed on the pedal, which might mean moving the throne back a little.
4. experiment with the "throw" of the beater (how far up or down it is)
5. press muffling tightly against batter head.
6. play lightly, let the mic do the work for you.
7. practice your butt off.
